National Airports Corporation Invites Interested Bidders to Early Market Engagement Session for Power System Upgrade & Associated Works at Port Moresby (Jacksons) International Airport

The National Airports Corporation (“the Employer”), implementing the Civil Aviation Development Investment Project II (CADIP II) with financing from the Asian Development Bank (ADB Loans Nos. 4276/4277), today invites national (PNG) and overseas companies—including Joint Ventures—with relevant technical experience, competence, and financial credentials to participate in an Early Market Engagement (EME) Session for the upcoming Power System Upgrade & Associated Works at Port Moresby (Jacksons) International Airport, NCD, PNG (CADIP II CW6 42-2A1/1).Objective of the EME SessionThis interactive session will allow CADIP II to engage directly with the market to understand:

  • Current market capacities and capabilities
  • Available technologies, brands, materials, and suppliers
  • Potential risks and opportunities

Time: 10:00 am – 12:00 pm
Venue: Port Moresby Domestic Terminal Training Room (Level 1 – Domestic Terminal) The EME session will cover:

  • Recommended Approach, Brands and Suppliers
  • Project Risks and Mitigation Measures
  • Bidding Processes and Documentation
  • Enquiries from interested bidders

Scope of Work (Summary)Upgrade of 10 substations at Port Moresby International Airport, including:

  • Electrical Works: High Voltage overhead grid line from PPL substation, HV & LV switchboards, cables, generators, stabilizer, UPS, and transformers.
  • Civil Works: Construction of Central Terminal Substation and prefabricated modular containers for 7 substations.
  • Automation Works: PLC, SCADA system, Remote I/O units, Micro PLCs, and optic fibre cables connecting all 10 substations.

Key Competency Requirements

  • PPL High & Low Voltage license
  • Knowledge of ICAO & CASA guidelines
  • Experience in High & Low Voltage power system protection & interlocks
  • Airport safety standards knowledge
  • Brown-field project experience
  • PLC programming and SCADA development capability (local & remote interface)

Bidding ProcessThe subsequent bidding will be conducted under ADB Standard Bidding Documents (SBD) using the Most Point Criteria (MPC) evaluation method:

  • Technical bid: 60%
  • Financial bid: 40%
